The Wemos D1 Mini is a small and inexpensive development board based on the ESP8266 Wi-Fi module. It is designed to be easy to use and ideal for Internet of Things (IoT) projects. The Wemos D1 Mini features a powerful microcontroller that allows you to connect your project to a Wi-Fi network and interact with various sensors and modules.
The Status LED on the Wemos board just blinks and there is no steady LED on light. SO i tried to flash the Wemos again with the same result. No permanent Status LED -> No SSID ONstep available. SO i did purchase 2 additional Wemos D1 mini pro because i assumed it might be a hardware problem. Even with the new boards the samle problem.
Connect the D1 MINI with your USB port; Then go to Tools, and ensure that the Lolin (Wemos) D1 Mini board is selected; Then go to Tools, Port, and select the USB connection to your D1 Mini. Important if the USB connection does not show up it indicates that your cable might not provide the Data capabilities. Then please change to another cable.
Step 3 – Setting Up the UDP Listener on Wemos D1 Mini. Now all you have to do is setup a listener on the Wemos. Download the sketch from the link below. Download. Code Explained const char* ssid = "rootsaid"; const char* password = "testpassword"; This is where you enter the ESSID and Passphrase of your network.

Im having a simular problem. My D1 Mini also does not boot when data is connected to D4. It works find when disconnection D4 and then reconnecting once its booted. I have no resistors or level shifters in my circuit at all. I suspect it has to do with the D4 being pulled low on boot which is supposed to be high ( reference).
